(202) 219-6445 The U.S. Department of Labor (DOL), under the direction
of the Office of the Assistant Secretary for Policy (OASP), has
established the Working Partners for an Alcohol-and Drug-Free Workplace
Program (Working Partners). The goals of Working Partners are to:
1)raise awareness about the impact of substance abuse on small
businesses; 2) provide information to businesses on how to establish an
alcohol-and drug-free workplace; 3)encourage employers to implement
drug-free workplace programs that protect worker safety and health, and
respect worker rights; and 4) gather facts and figures about workplace
alcohol and drug abuse. To accomplish these goals OASP conducts an
ongoing educational outreach campaign which currently includes five
major components: 1) the Small Business Initiative (SBI), 2) the
Substance Abuse Information Database (SAID), 3) the Drug-Free Workplace
Advisor, 4) the Working Partners Web site, and 5) Creating Partnerships
to address special issues. Working Partners develops tailored
educational materials for various industries and partners with various
trade associations, business groups, labor unions, and others, to
distribute these materials to individual work organizations. Working
Partners conducts research to identify current, useful documents that
are stored in SAID. Working Partners also provides support to
individual DOL agencies in addressing substance abuse issues affecting
the workplace and/or the workforce by providing consultation,
information, technical assistance, and/or training on workplace
substance abuse issues. The purpose of the proposed contract is to
assist DOL in maintaining and enhancing the Working Partners outreach
and information dissemination initiative. Under OASP's direction, the
contractor will 1) develop, manage, promote and evaluate the Working
Partners initiative, 2) research, develop, produce and collect relevant
materials, and 3) travel to promote the initiative at conferences and
other meetings. In addition, the contractor will support other DOL
agency projects related to workplace substance abuse as determined by
OASP. The DOL intends to enter into a sole source contract with
Concepts, Inc., 18200 Wickham Road, Olney, MD 20832 to perform the
work. Concepts, Inc. is a subcontractor to Soza, Inc., the incumbent
contractor. As a result of the current contract, Concepts, Inc. has
laid a substantial foundation that has resulted in the success of DOL's
Working Partners for an Alcohol-and-Drug Free Workplace Program and has
tailored its approach to ensure program success. Duplication of such an
effort in the short time needed for program continuation would be
disprutive to the program and cost prohibitive. In addition, the DOL's
Procurement Review Board feels that Concepts' unsolicited proposal is
unique in that it utilizes existing partnerships established by
entities currently involved in this effort throughout the country. It
would be impractical, unnecessarily duplicative, and cost prohibitive
to try to recreate such a network of stakeholders. This notice is for
