The Naval Air Warfare Center Aircraft Division Lakehurst intends to enter into negotiations with Lockheed-Martin on a non-competitive basis, by placing an order against Basic Ordering Agreement N00383-98-G-002A for engineering liaison services for the V-22 aircraft. The required service is for a engineering liaison for reprogramming of the V-22 Flight Control Computer(FCC). Service is in support of reprogramming the FCC, by an addition of a unique software protocol to the Memory Loader- Verifier Set(MLVS). Services are required ASAP. NAWCADLKE intends to procure this service under the authority of 10 USC 2304 (c) (1), as implemented in FAR 6.302-1. The Government does not own the data rights to the MLVS or the V-22 Flight Control Computer. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement.
