SYNOPSIS@PHIL.FISC.NAVY.MIL. The Fleet Industrial Supply Center Norfolk
Detachment Philadelphia intends to acquire on a 100% Small Business Set
Aside basis, Spouse Employment Assistance Program (SEAP) Coordinator
Services for Navy and military active duty family members form the
Naval Training Center Great Lakes. This procurement is being conducted
as a commercial items acquisition in accordance with FAR Part 12,
using Subpart 13.5 test program procedures. The required services shall
be provided by one full-time equivalent working forty hours per week,
exclusive of Federal Holidays. The Contractor is responsible for
providing "one stop" SEAP services for which Navy and active duty
family members shall be able to obtain timely and consistent
information, resources and assistance on a complete wide range of
spouse employment topics, job preparation workshops, job findings, job
boards, employment resource centers, career resource assistance, job
placement counseling, and employment networking. The Contractor shall
develop and establish local Midwest area corporate/industry personnel
networking to help mobile military family members locate and obtain
employment. The Contractor shall establish accessible and retrievable
databases of career/employment and training opportunities for family
members. This system shall build upon and use the existing Transition
Assistance Program (TAP) systems currently used within DoD and DoN
worldwide. A Firm Fixed Price purchase order is anticipated with a base
period of performan ce commencing 01 October 1999 through 30 September
2000, with two (2), one (1) year option provisions. The Request For
Quotation (RFQ) may require the submission of cost/price and technical
offers. The applicable Standard Industrial Classification code for
this acquisition is 8322. All responsible sources may request the RFQ
and submit an offer, which shall be considered by FISC Norfolk
