combined synopsis/solicitation for commercial services prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. (2) The solicitation number
is MDA908-99-Q-0161 and is issued as a REQUEST FOR QUOTATION (RFQ).
(3) The solicitation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-11. (4)
STATEMENT OF WORK (a) SCOPE OF WORK: Monitor, collect, and report on
open-source information pertaining to international terrorist
activities, the capabilities, and the activities of groups or
individuals relevant to Chemical, Biological, Radiological, and Nuclear
(CBRN) acquisition, and their potential for using CBRN. Effort will
document and assess the relationship between terrorist information
operations, CBRN open-source information availability, and level of
effort by which the terrorist must apply in order to conduct offensive
information operations for CBRN-related information. (b) SPECIFIC
TASKS: TASK 1: Part I of the research/study/report/product program will
provide information via open-source reporting of terrorist groups to
gather, purchase, trade, stockpile, and or train personnel in the use
of CBRN materials, components, and weapons. DIA/TWC-1 will be the final
authority for the product. This part shall be delivered NOT LATER THAN
30 September 1999. TASK 2: Part II is on specific case studies to
examine the acquisition and use of CBRN materials by sub-groups or
nation-states, for terrorist purposes. Subjects for the case studies
will be as directed and specified by the Contracting Officer's
Representative (COR)assigned to TWC-1. Case studies will augment an
understanding of the motivational factors, critical capabilities, and
patterns of behavior identified in earlier work. Providing the breaking
points from historical trends in terrorist behavior. DIA/TWC-1 will be
the final approval authority for the case studies. This part shall be
delivered NOT LATER THAN 30 September 1999. (c) PERIOD OF PERFORMANCE:
A completed and approved study must be submitted by 30 September 1999.
(d) CRITICAL PERSONNEL: The selected contractor shall strive to
maintain the same team throughout the period of the performance of this
effort. (e) DIRECT COORDINATION: The contractor will directly
coordinate with the COR located in TWC-1. (f) SECURITY REQUIREMENTS:
The work described herein is UNCLASSIFIED. (g) MEETINGS, REVIEWS, and
STATUS REPORTS: A Task Initiation Meeting will be held within 10 days
after initiation of work. The purpose of this meetin is to ensure that
the COR and Contractor are in agreement with the tasks, schedule, and
deliverables. The meeting location and means (teleconference,
videoteleconference, face-to-face, etc.) will be as directed by the
COR. Subsequent meetings and their means will be at the discretion of
the COR. (h) REQUIRED TRAVEL:The contractor shall allow sufficient
funds to cover all travel expenses to and from the Defense Intelligence
Analysis Center (DIAC), located at Bolling Air Force Base, Washington,
D.C. and other sites at the discretion of the COR. (i) DELIVERABLES
AND DELIVERY SCHEDULE: Deliverables from the contractor will include
the following: Summaries on Compact Disc (CD) and hard copy (one or
more as needed for each part as delineated under SPECIFIC TASKS. Case

each part as delineated under SPECIFIC TASKS. (j) GOVERNMENT FURNISHED
PROPERTY/EQUIPMENT/DATA: The DIAC/TWC-1 will furnish all available
project data for incorportation in the study. (k) INSPECTION AND
ACCEPTANCE: Inspection and acceptance of the deliverables shall be at
the DIAC/TWC-1. Acceptance of all deliverables shall be based on the
determination of the COR that all work is performed in accordance with
the tasks specified in this S.O.W. and any modification thereto. (l)

Instructions to Offerors-Commercial Items applies to this acquisition.
(6) The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. (7) Offerors shall include a completed copy
of the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items (8) The provision at FAR 52.212-4,
Contract Terms and Conditions-Commercial Items applies to this
acquisition. (9) The provision at FAR 52.212-5, Contract Terms and
Conditions Required To Implement Statutes Or Executive
Orders-Commercial Items applies to this acquisition. (10) Quotations in
response to this requirement must be submited by 12 noon, 12 July 1999
to the Defense Intelligence Analysis Center, Building 6000, Attn:
DAP-2, Bolling Air Force Base,Washington, D.C. 20050. Quotations may be
