Safety and Health intends to negotiate on a sole source basis with TSI,
Inc. for the procurement of an Scanning Mobility Particle sizer with a
NANO DMA. The instrument shall in real tine, measure the entire
distribution of particle sizes within a cloud of fine dust ranging
broadly in size. Distributions covering the range 10-1000 nanometers
(thousandths of micrometers) are required. The instrument is essential
for evaluating aerosols from high-temperature (e.g., welding, foundry
processes) or combustion (e.g., diesel) applications. NIOSH source
research indicate that TSI, Inc. is the only vendor capable of meeting
requirements. However, any firm believing itself capable of meeting
the requirements may submit technical documentation to demonstrate its
potential of doing so. Otherwise NIOSH will proceed under FAR Part 13,
Simplified Acquisition Procedures. The proposed purchase order is for
equipment for which the Government intends to solicit and negotiate
with only one source under the Authority of FAR 6.302. This notice of
intent is not a request for quotations. An RFQ will not be issued.
However, all quotations received within fifteen (15) days after the
date of this synopsis is posted electronically will be considered by
