d7810@do.usbr.gov. The Bureau of Reclamation intends to negotiate on a
sole source bases with Hydrolab Corporation to acquire portable multi
parameter electronic water quality data collection and monitoring
equipment systems and components for use with existing instrumentation.
In water quality monitoring and profiling, equipment consistency is
vital in comparing data analysis of effects of ecosystem changes. The
data displays must be transferable between underwater sondes for
calibration and field flexibility. The monitoring sondes must have
capacity for extended memory for long periods of remote deployment and
data logging in sometimes harsh field conditions. The underwater
sondes and depth sensors must be able to operate to at least 200 meter
depths. The sondes must also have the capability to interchange ion
specific probes (including chlorophyll and dissolved gasses) as the
specific studies and conditions require. Presently, Hydrolab
Corporation is the only known source of this instrumentation which is
compatible with the current hydrolabs in operation. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP). The
proposed action is for supplies which the government intends to
solicit and negotiate with only one source under the authority of
FAR6.302-1. The Government believes that only one responsible source
can provide the supplies that will satisfy the agency requirements. A
Justification for Other than Full and Open Competition has been
prepared in support of this acquisition. Any firms believing they can
provide portable electronic water quality monitoring equipment
compatible with our existing equipment, may submit concise
documentation which supports the ability to furnish the required items
for consideration by the Bureau of Reclamation. This notice is not a
request for competitive quotes. All responses received within 5 working
days of the date of publication of this synopsis will be considered by
the Government. A determination by the Government not to compete this
proposed action based on responses to this notice, is solely within
the discretion of the Government. Information received will be
considered solely for the purpose of determining whether to conduct a
