for Quotation (RFQ) for one (1) Hewlett-Packard HPE7405A
electromagnetic compatibility analyzer, 9 kHz to 26.5 GHz. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/JSC intends to purchase this item from the
Hewlett-Packard Company. The NASA Johnson Space Center's EMI/EMC test
facility currently has two HP 8566B spectrum analyzers that have been
used to perform the necessary EMI/EMC tests since about 1980. These
units are not being manufactured any longer by HP, and are considered
obsolete. Purchase of the HPE7405A analyzer will provide the platform
on which the EMI/EMC test facility will ensure its testing capability
beyond the useful lifetime of the current spectrum analyzers. Since
many manhours have been spent training personnel on the use of the HP
EMI/EMC measurement system it is to NASA's advantage to use the
upgraded HP system. The Government intends to acquire a commercial item
using FAR Part 12. Interested firms haveten (10) days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the ten (10) days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications are not acceptable in response to
this notice. All responsible sources may submit an offer which shall
be considered by the agency. An Ombudsman has been appointed. See
