for commercial items prepared in accordance with the format in Subpart
12.6 and FAR 13, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The solicitation number is R1-16-99-370Q and is issued as a
Request for Quotation. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-11. This procurement is 100 percent set aside for small
business, the standard industrial classification code (SIC) is 3272.
The small business size standard is 500 persons. Description of
Requirements -- (1) General Requirements: Precast concrete vault toilet
buildings shall be fully accessible and meet the design standard for
naturally ventilated, odor free buildings. Buildings shall be delivered
in a completed state with minimal field work required and no painting
or concrete work allowed at the site. All toilet vaults shall have
fiberglass liners. The Government will provide related clearing and
grubbing, excavation and backfill required to place the vault toilets
on site. (2) Specific Criteria: Buildings shall meet the standards for
"Aspen" style or equal vault toilets. Offeror's shall submit product
literature fully describing product capabilities, performances and
quality of product being offered. (3) Location of sites from Missoula,
MT; Harry's Flat Campground, 40 miles; Copper King Campground, 101
miles; Big Larch Campground, 55 miles; Lake Alva Campground, 65 miles;
Trout Creek Campground, 65 miles. (4) Delivery of buildings to the
sites will be coordinated with the Government to facilitate preparing
site. There are five contract line items for furnishing, delivering,
and placing six "Aspen" or equal style precast concrete vault toilets
in five separate locations. The start work date is July 7, 1999 and
contract time is 90 days. Line Items requiring pricing are Line Item
A.1, Harry's Flat Campground, (one) light brown barnwood, simulated
shake roof, thru screen, right hand, unisex and accessible signs; Line
Item A.2, Copper King Campground, (one) dark brown barnwood, exposed
aggregate roof, thru screen, right hand, unisex and accessible signs;
Line Item A.3, Big Larch Campground (one) light brown barnwood,
simulated shake roof, thru screen, right hand, unisex and accessible
signs; Line Item A.4, Lake Alva Campground, (one) dark brown barnwood,
exposed aggregate roof, thru screen, right hand, unisex and accessible
signs; Line Item A.5, Trout Creek Campground, (two) dark brown
barnwood, exposed aggregate roof, thru screen, right hand, unisex and
accessible signs. The FAR provision at 52.212-1, Instructions to
Offerors -- Commercial Items (Deviation for Simplified Acquisitions)
applies to this acquisition. Offers should be submitted on letterhead
stationery and include the minimum information required under this
provision. Offerors may request copies of the full text of referenced
clauses at the contact point shown above. The provision at 52.212-2,
Evaluation-Commercial Items, is not applicable. However, quotations
received will be subject to the Simplified Acquisition Procedures, Part
13 of the Federal Acquisition Regulations, and may be evaluated using
price and other factors, such as successful past performance, product
experience and ability to meet the Government's needs, and price. The
Government's quality assurance inspections determine compliance with
specifications and provide the basis for payment for accepted items
under this contract. Submit a completed copy of the provisions at
52.212-3, Offeror Representations and Certifications-Commercial Items,
with your offer. The FAR clause at 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. Addendum to
FAR clause 52.212-4 follows: (FAR 52.236-7) Permits and
Responsibilities. The FAR clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders—Commercial Items (Deviation for Simplified Acquisitions),
applies to this acquisition. Specifically, the following FAR clauses
