is soliciting information/technical literature/contract terms and
conditions from interested sources relating to Official and Leisure
commercial travel services for which may be the subject of a future
Purchase Order. The government is solicting information to determine
the interest and availability of sources that are capable of performing
the service. At a minimum, performance shall include all personnel,
equipment, facilities, supplies, permits, services, materials,
transportation and supervision necessary to perform management, and
operations of commercial travel offices that are located on MacDill
AFB, Florida. Performance shall include but is not limited to the
following: Official travel, Leisure travel, access to SABRE CRF and
Worldspan CRF, Automatic Call Distribution Center, 24 hour travel agent
accessible via cell phone, International Faxing Capability, Flight
Insurance of $250,000 per traveler, and ticket delivery service on
base. The purchase order will be a 100% small business set-aside. SIC
Code 4729 applies, a small business is considered to have averaged
annual gross receipts of $5,000,000 or less for the preceding three
years. The period of performance will be for 6 months starting 07 Nov
99 and ending 06 May 00. This service is scheduled to be absorbed into
the DoD-wide Commercial Travel Office (CTO) in May 2000. The DoD-wide
contract will be solicited under full and open competition. Any future
Purchase Order that is awarded will include a statement that the
government reserves the right to terminate at no cost to the
government, to participate in the DoD-wide (CTO) contract, provided
that 60 days notice is given. No award will be made unless the
government determines that the negotiated fee rates are fair and
