The U.S. Department of Commerce has a requirement for overseas
logistic support services for it's Commercial Law Development Program
(CLDP) which provides advisors to the countries of Eastern Europe and
newly Independent States. Logistical support services include a
pre-departure briefing by the contractor regarding support to be given
during stay in assigned country, health and medical resources,
security, social customs, labor laws, how to relate to local
authorities, housing issues, schools, recreation, language training and
other issues. The contractor must arrange for temporary housing for
advisors and their families upon arrival in the host country, and
provide an arrival briefing and orientation to the new country. The
contractor shall provide leased, furnished living accommodations with
utilities, be able to secure repairs and other services to maintain an
apartment or house. The contractor shall assist the advisor and family
with moving into his or her residence. The contractor shall assist and
provide information on personal banking services, provide office and
communication equipment and administrative and/or professional
services. The contractor shall provide a car and driver, support in
clearing customs, a translator, travel support with hotel
accommodations. Additionally, the contractor shall provide for
conference support at various times involving all travel and visa
requirements. The contractor must already have a presence in the
countries, be able to sub-contract services, manage sub-contractors,
understand cash economies, and have the capital resources to fund items
and services needed. The period of performance is one year with four
option years. This requirement is a full and open competition. The
estimated value of this acquisition is over $500,000 per year. Send
