procurement is contemplated with Ball Aerospace & Technologies
Corporation, 9675 West 108 Circle, Westminster Colorado 80021. Ball
Aerospace is the only qualified source to perform this effort. There is
a need for Multi-Spectral Scene Projection (MSSP) experimentation
demonstration, to be conducted in the AFRL Kinetic Kill Vehicle
Hardware-In-the-loop (KHILS) RF Chamber Facility. The conformal array
antennas being used as part of the sensor suite for the demonstration
were originally built by Ball Aerospace and are Proprietary to Ball
Aerospace. There is no other conformal array antenna system that has
the unique properties that the conformal array antennas developed by
Ball Aerospace have. This antenna system is the only one that will
provide the necessary information that the government is looking for in
the MSSP demonstration. Ball Aerospace designed and developed the
necessary hardware and software to make the conformal antennas into a
conformal RF direction finding sensor. The algorithms that were
developed by Ball are also proprietary to Ball Aerospace. Ball
Aerospace will implement and deliver the necessary hardware, control
software and angle of arrival algorithm software for the
hardware-in-the-loop MSSP demonstration in the KHILS RF Chamber
Facility. The tasks are also to include post-test analysis of the RF
portion of the demonstration. Ball Aerospace is the only company that
can accomplish the work to be done for a successful MSSP demonstration.
All responsible sources may submit an offer. An Ombudsman has been
appointed to hear serious concerns from offerors or potential offerors
during the proposal development phase of this acquisition. Routine or
administrative questions should be directed to the Contracting Officer
or Program Manager. The Ombudsman does not diminish the authority of
the program director or contracting officer, but communicates
contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentiality as to the source of the concern.
