for Night Vision Goggle (NVG) advanced development sponsored by the Air
Force Research Laboratory, Human Engineering Directorate,
Helmet-Mounted Systems Technology (HMST) Advanced Development Program
Office, Wright-Patterson Air Force Base, OH. The Panoramic Night Vision
Goggle (PNVG) program will advance night vision goggle technology by
offering a wider field of view (at least 100 degree horizontal by 40
degree vertical with no less than 30 degree binocular overlap) and high
resolution [High light (i.e. 5.8E-3) greater than or equal to 1.43
cy/mr and Low light (i.e. 5.8E-4) greater than or equal to 0.49 cy/mr].
The PNVG viewer should weigh less than 600 grams. Current NVG
technology only offers a field of view ranging from 30 to 45 degrees
circular. Two versions of the PNVG are desired. The first is a low
profile design for high-speed aircraft that can fit underneath a visor
and be retained during ejection without causing neck injuries to the
pilot. The second is a design more similar to the currently fielded
Aviator Night Vision Imaging System (ANVIS) that would be used in
transport and helicopter aircraft. This second design should be
compatible with the currently fielded ANVIS mounting hardware. A wider
field of view NVG should reduce neck fatigue by minimizing head
movement, increase situational awareness, allow locating multiple
targets faster, reduce time in threat environment by improving first
pass kill ratios, and increase overall night mission safety and
effectiveness. The low profile design will allow for safe ejection,
evasion, and escape while reducing neck fatigue during long missions.
Pre-planned product improvements are envisioned to include head
tracker, integrated head-up display, and imagery insertion. A
COST-REIMBURSEABLE type contract is contemplated for this effort. The
period of performance is contemplated to be 36 months. A SECRET
Security Clearance will be required in performance of this work. THIS
IS NOT A REQUEST FOR PROPOSAL SUBMISSION. It is a market research tool
to determine the availability and adequacy of potential sources prior
to issuing a Request for Proposal. It is anticipated that the Request
for Proposal will be issued on or about 30 August 1999. Firms
responding to this announcement should indicate their business size,
particularly if they are a small business, a socially and economically
disadvantaged business, a woman-owned business, or minority
institution, and should also indicate if the firm is foreign-owned. For
this item, the general definition to be used to determine whether your
firm is small is as follows: "a small business concern is
independently owned and operated, is not dominant in the field of
operation in which it is bidding on government contracts and with its
affiliates, the number of employees does not exceed 500 persons." SIC
Code 8731 applies. "Concern" means any business entity or organization
for profit with a place of business in the United States, its
possessions, Puerto Rico, or the trust territory of the Pacific
Islands, including but not limited to an individual, partnership,
corporation joint venture association or corporation." The Air Force
reserves the right to consider a small business set-aside based on
responses hereto. Foreign firms are asked to immediately notify the
Contracting POC cited above before deciding to respond to this
announcement. Foreign firms should be aware that restrictions might
apply which could preclude their participation in this acquisition. All
respondees to this synopsis shall include their assigned Commercial and
Government Entity (CAGE) Code (i.e., Federal Supply Code for Mfrs, a
five digit code assigned by Cmdr, Def Logistics Service Center, ATTN:
DECS-CGD, Federal Center, Battle Creek MI, Ref DOD 5000.129M). Small
and large businesses interested in this effort must respond with a
complete capability/qualification package describing the company's
technical expertise and experience, personnel and facilities. Responses
submitted should be in one copy only. Each response should reference
