(hereinafter "House") is seeking information on the purchase,
deployment, and post-implementation support of Commercial-Off-The-Shelf
(COTS) or custom-developed parking permit database software systems.
The House has identified the need to install a parking permit
information system that meets the needs of the House Garages and
Parking Security, is Year 2000 compliant, is easy to use, and requires
a minimum of resources to support. Current software runs on an Adabas
Natural System in a mainframe environment. The system is accessed by
the client using Rumba mainframe emulation software installed on seven
(7) Dell Pentium II PCs running Windows 95. Reports are sent to two
(2) HP LaserJet 5M Printers and temporary permits are printed on one
(1) Okidata Microline 520 9-Pin Printer. The current database consists
of between 8,000 to 10,000 records of parking permits identifying:
location of permit issue date name of permit holder office of permit
holder office room number and telephone number office code vehicle
make, color, license plate number field for miscellaneous information
unreserved or reserved parking if reserved parking, Social Security
No., reserved sign number, and reserved space number effective dates of
permit assignment Current software includes view-only screens
displaying information on: Permit, permanent or temporary Alphabetic
list of names and permits Parking garage or lot, permanent permits
Parking garage or lot, temporary permits Available permits by garage or
lot Outstanding or active temporary permits Parking permits by office
License plates History of permit assignment, previous 8 years or 4
Congresses Reserve sign number Temporary and permanent transaction
counts, monthly subtotals and total Current software includes
add-update-delete action screens to: Add-update-delete permanent
parking assignments Add-delete temporary parking assignments and print
temporary permits List available permits by garage or lot Add-delete
Member of Congress parking permit Add-update-delete multiple occupant
permits Search for specific permit by name List day's activity for
specific computer user Current software prints reports of the following
data: Daily edit report of all transactions Available permits by garage
or lot Permits assigned to Members of the House Permits assigned to
staff Permits assigned by offices Permits assigned by garages or lots
Permits assigned by name Temporary permits with expired dates Temporary
permits issued today Member reserved parking Staff reserved parking
Number of permits assigned to offices Current software prints temporary
parking permits from all PCs on one centrally located pin-feed printer
using marginally punched, continuous-feed card stock. Current software
allows complete access to all parking data for the past four- (4)
years, i.e., two (2) Congresses. Users have ability to switch between
data for each Congress, as needed. Once a data for a new Congress has
been entered, the current Congress database becomes the default
database of first access with prior Congress data accessible by
switching Note: Only the feature "History" of a parking permit spans 8
years or 4 Congresses The software must be designed for work in a
client-server environment and not a mainframe environment. In response
to this request for information software solutions should include all
of the features of the current software with the addition of the
following features: Ability to add, alter, or delete fields of
information, as needed. Ability to design customized inquiries on data
and display and/or print results. Ability to sort data by fields of
information not currently available (e.g., sort by room number, sort by
assigned but "vacant" or "unused" permits in each garage and lot) and
print reports. Ability to customize standard reports to add or omit
fields of information printed. Ability to locate and display the best
available parking spaces based on the location of the employee's
office. Ability to create a test database for full-scale reorganization
of parking permits. Ability to share data with an existing external MS
Access database. Ability to work in conjunction with hand-held remote
devices which could be used to display parking information to
employees in the field. The replacement system should be able to accept
the transfer and conversion of all current parking data from the Adabas
Natural System. Instructions The House is requesting vendors to provide
the following information based on the above specifications: 1. Company
Name, Address, Phone, Fax, Point of Contact, and Email Address. 2.
Manufacturer(s)/Publisher(s) of the proposed software solution,
purchase price, and annual maintenance costs 3. Proposed technical
architecture and required hardware specifications, including hand held
devices, (brand name products preferred) and estimated hardware prices
4. Estimated Implementation Timeline and costs 5. Estimated training
costs 6. Estimated costs of help-desk support 7. Estimated costs of
