This is a combined synopsis/solicitation for the acquisition of
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will NOT be issued.
Solicitation NE-37-99 is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Circular 97-11. The applicable Standard
Industrial Classification (SIC) code is 5049, size standard is 100
employees. The USDA Forest Service is soliciting for the acquisition of
a Storage Phosphor Autoradiography (SPA) and Fluorescent Imaging (FI)
Systems, The SPA and FI systems can be in a form of separate integrated
instruments or in the form of a single instrument with multiple
capabilities. Storage Phosphor Autoradiography: A system for detection
and quantification of 32-P, 14-C, 125-I, 3-H, and 35S radioisotopes in
the form of gels and/or blots through the use of storage phosphor
screens for the analysis of DNA, RNA, or proptein samples. A scanning
area of 35 x 43 cm is required. In addition, the following items are
required: an appropriate computer system that includes Windows NT,
monitor, and keyboard, software for quantification of images, scanner
control software, one 20 x 25 cm unmounted general purpose screen, one
20 x 25 cm unmounted low energy screen, one 35 x 43 cm unmounted
general purpose screen, one 35 x 43 cm unmounted low energy screen, an
imager eraser, and SCSI cable and terminator. Fluorescent Imaging: A
system for the detection and quantification of chemiluminescence and
fluorescence samples. The imaging system must be able to detect a
variety of dyes such as ethidium bromide, SYBR Green I, SYBR Gold,
Vistra Green, SYBR Green II, SYPRO Orange, SYPRO Red, and others.
Software for quantification of images is required. If the FI system is
a separate instrument it must use the same computer system and
software as the SPA system. The following provisions and clauses apply:
Provision 52.212-1, Instructions to Offerors -- Commercial,
Instructions to Offerors -- Commercial (no adenda). Evaluation will be
in accordance with FAR 52.212-2 based on price and the following other
factors which are in descending order of importance: (i) technical
capability of the item offered to meet the Government requirement and
delivery date; (ii) price; and (iii) past performance. Offers shall
include a complete copy of FAR 52.212-3, Offeror Representatives and
Certifications-Commercial Items, (without Alternates); Clause FAR
52.212-4, Contract Terms and Conditions-Commercial Items and FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items (no additional clauses). Written
quotes are due at USDA-FOREST SERVICE at the above address and to the
Contracting Officer's attention PATRICIA PIERCE, by 3:00 PM on JULY
12, 1999. FAX PROPOSAL WILL BE ACCEPTED: 610-975-4334. Delivery of the
above item is to Delaware, OH 43015. Proposal are to include all
information about equipment being offered including delivery time and
