The Volpe Center in supporting an effort by the Federal Aviation Administration s (FAA) Office of Airports to improve available guidance for airport terminal planning and design, plans to procure through Simplified Acquisition procedures, qualified contractor support to develop a set of architectural space standards for airport passenger terminals based on level-of-service (or LOS) criteria. These planning standards would reflect the influence of alternative LOS assumptions as well as other factors characteristic of particular airport situations. This will first require development of observable criteria for identifying LOS values in different parts of the terminal. These criteria will then be used to collect data on the occupancy levels, which correspond, to different LOS conditions. The data collection effort will focus on a variety of terminal elements and will be conducted at terminals in a number of major U.S. airports. The collected data will be analyzed to identify typical occupancy ranges for each terminal element under different level of service conditions and other airport-specific variables.
