The Coastal Systems Station, Dahlgren Division, NSWC, Panama City,
Florida intends to issue a sole-source order to Columbia Research Corp
(CRC). CRC is the main assembly, test, and manufacturing contractor
supporting CSS's development and maintenance of the fleet's Seal
Delivery Vehicles (SDV). As such, this contractor possesses specific
expertise in the assembly and testing of SDV's that no other contractor
has. In support of CASREPs, which involve rapid response repairs to
SDVs in the field, it is necessary that the support personnel be
intimately familiar with SDV design, maintenance and troubleshooting.
Only CRC possesses such expertise at this time. Since CASREPs can occur
at any time there will not be sufficient time for the Government to
train another contractor or sufficient time for another contractor to
acquire the necessary knowledge and skills needed to support CSS's SDV
