A -- R&D LITERATURE SEARCH/RESEARCH ON USE OF PSYCHOPHYSICAL RATINGS AS MEASURES SOL W813LT 9167-7019 DUE 071699 POC Jeanine Worthington, Contract Specialist, 410-278-6514, Jean Craig, Contracting Officer, 410-278-6517 The Army Research Laboratory, Human Research and Engineering Directorate (ARL-HRED) intends to negotiate with the Virginia Polytechnic Institute and State University (Virginia Tech) for Statement of Work, Title: Literature Search and Research on Use of Psychophysical Ratings as Measures of Physical and Mental Workloads. This effort maintains continuity of the Industrial Graduate Internship Program in Human Factors Engineering for ARL-HRED. The objective of this specific effort is to obtain technical documentation of psychophysical methodologies used for task design and evaluation. The contractor shall conduct a comprehensive literature review of psychophysical methods, including empirical evidence regarding reliability and validity, develop a research proposal, and document the results of the review and research in an ARL Technical Report. Negotiations are planned solely with Virginia Tech. Virginia Tech has a unique capability and expertise with the experiences of its faculty and staff in the Industrial and Systems Engineering Department (ISE). Since the establishment of the ISE's Human Factors Engineering Center in 1985, Virginia Tech faculty and staff has conducted numerous human factors experiments encompassing a broad range of issues. The Industrial Ergonomics Laboratory (IEL) is a unique facility for the conduct of experiments on complex human-system interaction, biomechanics, and physical workload. The IEL, along with the technical expertise of the IEL personnel, places Virginia Tech in a unique position to support this requirement. The Industrial Ergonomics Laboratory conducts work in industrial ergonomics, occupational biomechanics, and work physiology, primarily relating to workstation and equipment evaluation and design. Specifically, research is focused on: biomechanics of the human body; modeling, strength, motions, and working postures, human engineering of systems, equipment, tools, workstations, and work tasks; and ergonomic design for safety, efficiency, and performance. The laboratory consists of one large room, that is typically divided into smaller compartments as needed for research, development, and evaluation and is well equipped to do research in a variety of areas. The value of this procurement is estimated at less than $50,000. Interested persons may identify their interest and capability. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement. Capabilities statement referencing W813LT 9167-7019 must be faxed to Jeanine Worthington, 410-278-6522. Telephone requests will not be honored. Posted 06/25/99 (W-SN347123). (0176)
