installation of a water transmission system consisting of approximately
24,810 LF of 10-inch HDPE, 3,740 LF of PVC, and 450 LF of DI, including
appurtenances; and will include approximately 900 LF of directional
drilling beneath a river and a creek. Construct a water treatment
facility and building, pumps and controls; connect two existing 8-inch
wells and construct a 300,000 gallon water storage tank including
access road. Install approximately 22,260 LF power extension to the
water treatment facility and wells. Estimated construction cost is
between $1,000,000 and $5,000,000. The proposed contract listed herein
is set-aside for 51% Indian-owned, controlled and operated firms,
under the authority of the Buy-Indian Act (25 U.S.C. 47). In accordance
with the Public Health Service Acquisition Regulation, paragraph
380.503(e), not more than fifty (50) percent of the work to be
performed under a prime contract awarded pursuant to the Buy-Indian Act
may be subcontracted to other than Indian-owned firms. For this
purpose, work to be performed does not include the provision of
materials, supplies, or equipment. A presolicitation notice is being
issued concurrently with this notice. A non-refundable fee of $25.00
will be charged for the bid documents to cover part of the printing and
mailing costs. Please make cashier's check, certified check or postal
money order payable to the "Portland Area Indian Health Service" and
reference "PO42-670". Bid documents will be available on about July 16,
1999. All responsible sources may submit a bid. If a large business is
awarded this project, a Small and Small Disadvantaged Business
Subcontracting Plan will be required to be submitted prior to award.
Bid will be opened at 2:30 p.m., local time, at the Engineering
Services -- Seattle office, as indicated above. No telephone requests
will be accepted for bid documents. Only written requests with an
enclosed check, mailed to the address shown above, will be accepted.
