Contract Specialist, (410) 786-7859 The Health Care Financing
Administration (HCFA) intends to negotiate on a non-competitive basis
with Douglas Consulting and Computer Services (DCCS) of Baltimore,
Maryland to continue its operation of the Initial Enrollment
Questionnaire project, which is a federally mandated program required
under P.L. 103.432, Section 151, Medicare Secondary Payer Reform. HCFA
intends to negotiate a six-month contract, with 2-three month options.
This will allow HCFA to continue these services until the IEQ project
is incorporated into the Co-ordination of Benefits contract in
December, 1999. It is not feasible to locate new sources capable of
providing these specialized services that require in-depth knowledge of
IEQ operations, the Medicare program, technical systems and expertise
developed specifically for this project, equipment, and storage
facilities for such a short ime frame and within reasonable costs to
the government. DCCS has been performing satisfactory on this contract
sich 1994 and therefore can provide the most efficient and
cost-effective service to the government during the interim period.
