proposals from qualified businesses which can conduct an appraisal of
a market survey/database review consisting of fielded or soon to be
fielded non-developmental air defense radars capable of replacing the
United States Marine Corps' AN/TPS-63 radar system. The replacement
systems under consideration will be limited to mobile, land-based
systems, but will include all U.S. and foreign made 2D and 3D radars.
Late stage R&D candidates will be encouraged to respond. Areas of
appraisal shall include, but not be limited to: cost, delivery
schedule, performance, interoperability, and transportability. Funding
for this requirement shall not exceed $20,000.00. A combined
synopsis/solicitation for commercial items has been prepared in
accordance with Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED.Solicitation M67854-99-R-2131 is being
issued as a Request for Proposal. This solicitation document
incorporates Provisions and Clauses that are in effect through Federal
Acquisition Circular #97-11. In accordance with FAR Provision
52.212-2, the Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation is most advantageous to the Government. Proposals will be
reviewed and evaluated by both Government personnel and technical
representatives from Logicon of Arlington, VA. The following provisions
apply to this acquisition: 52.212-1, Instructions to
Offerors-Commercial; and, 52.212-4, Contract Terms and
Conditions-Commercial Items. Offerors shall include a completed copy of
the provision at 52.212-3. Provision 52.212-3 can be found at the

Proposals shall include: costing data; a Draft Statement of Work
detailing how analyses and trade-off studies shall be conducted;and
three (3) references for whom similar services were conducted. Submit
proposals to Marine Corps Systems Command, ATTN: Peggy Smith, 3041A
McCawley Avenue, Quantico, VA 22134. Offerors must submit their
proposals to reach destination by 2:00pm Eastern Standard Time, 29 June
1999. Fax responses may be sent to Peggy Smith at fax number
703/784-5826. Offerors' proposals shall remain open for 60 days and
must comply with all of the terms and conditions of subject
solicitation/RFP; proposals which take exception shall not be
considered for award. Should offerors have any questions or concerns
concerning this combined solicitation/RFP, they must contact Peggy
Smith within seven (7) days of the release of this solicitation/RFP.
Offerors may provide the Government with multiple proposals; however,
we will be unable to award a contract to an offeror who deviates from
the solicitation requirements. Contractors are also requested to
provide the following administrative information with their proposal:
TIN, DUNS, CCR, Cage Code, Payment Terms, Remit to address and Email
