Statement of Work For the 821st SPTS/CE Power Plant 1.) Contractor
shall provide all labor, equipment, parts, tools and equipment
necessary to upgrade the existing Supervisory Control and Data
Acquisition System (SCADA) in the 821st Civil Engineer Power Plant,
Building 433. Contractor shall furnish and install two (2) Dell P6400
or (equal) faster, Intel Pentium CPU computers. Upgrade existing system
to a 32 bit, NT based software which includes the latest version of
Microsoft windows NT, Intellution FIX 32 SCADA Software Development
system upgrade, Intellution FIX 32 SCADA software Run-time system
upgrade and Intellution FIX ESS. The contractor will be responsible for
loading existing Supervisory Control System (SCS) database on to the
new computers and run Intellution Version 7.0 and test to ensure
requirements have been completed and are operational. 2.) Site Testing:
The contractor shall provide all personnel, equipment, instrumentation
and supplies necessary to perform all site testing. The contractor
will provide the 821st Civil Engineer Power Plant with a test plan for
approval. The plan will include Y2K compliance, verify operations of
all systems in the specified failure modes upon SCS failure or loss of
power. Power outages needed to test system should be scheduled well in
advanced of any required downtime. 3.) Training Requirements: The
contractor shall conduct hands-on training to designated Power Plant
personnel on any changes made to the system that will affect any mode
of operation. The contractor shall provide hands-on training to
designated Power Plant personnel on the upgraded system hardware and
software. The contractor and 821st Civil Engineer will determine
appropriate training. 4.) Site Visit: A Site visit will be held on 7
July 1999 at 0900. Contractors will meet in the SBIRS Visitors Center
no later than 0815 on this date. If you are going to attend please fax

to get answers prior to the site visit. 5. Security Requirements: The
contractor shall comply with all the applicable security requirements
for entry into the controlled area within the fence. In order to visit
or perform work inside the fence area, the contractor must provide the

information pertaining to the computers, price breakdowns for labor and
