The Air Force Research Laboratory's Space Vehicles Directorate is
requesting information for a market research survey to determine the
satellite manufacturing community's interest in the technology
development (both hardware and modeling) that would improve the
reliability/survivability of space systems, both military and
commercial. The areas of space systems survivability include: (1)
threat (nuclear, laser, and radio frequency) simulation and modeling
(development of survivability prediction tools utilizing existing
government and contractor databases of threat data and simulation
algorithms), and (2) testing/development of new mitigation
concepts/technologies (hardware development) to natural and man-made
environments (nuclear, laser, and radio frequency). The Air Force
requests information, but is not limited to, ideas in traditional
passive survivability technology addressing communications, optics,
solar power systems, inertial measurement systems, or any applicable
commercial procedures or IR&D. The Air Force is interested in
contractor participation in cost-sharing development efforts which
would look at these issues and cooperate in the development of
interactive tools and mitigation hardware technologies addressing space
systems. Contractor comments on any of these issues or other issues
dealing with survivability of space assets are requested. Limit
comments and information to ten pages or less. The anticipated length
of this program is 24 to 36 months. The technical point of contact at

Employees. Respondents to this survey should indicate whether they are

Responses should be received within 15 days after publication of this
announcement. This announcement is not a solicitation or request for
proposal. It is a request for information only. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors,
primarily during the proposal development phase of this potential
competitive, negotiated acquisition. The purpose of the Ombudsman is
not to diminish the authority of the Program Director or Contracting
Officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel in the
pre-proposal phase of competitive, negotiated acquisitions. Before
contacting the Ombudsman, potential offerors should first communicate
