to issue a Request for Quotation (RFQ) to support research of aviation
effects studies in the upper atmosphere. The 3D Global Chemical
Transport Model (CTM) employs chemical, radiation and transport theory
to model and analyze data associated with the amount and distribution
of trace chemicals in the Earth's stratosphere that may affect climate
change and changes to the Earth's ozone layer. The current task will
involve 1) an updated J-value database based on the Applied Physics Lab
radiative transfer model and in accordance with recent recommendations
in JPL chemical kinetics and photochemical datasets; 2) development of
an upper troposhere photochemistry box model, and; 3) a preliminary
study to consider cloud effects in the radiative transfer database to
be coupled with an upper troposphere chemistry module for the CTM.
These tasks will contribute to an augmented CTM which will allow
application to EOS chem data analysis and support to aviation effects
in the upper troposphere. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase
the items from Johns Hopkins University, Applied Physics Lab, Laurel,
MD. The Johns Hopkins Applied Physics Lab (APL) atmospheric modeling
group has provided a J-value database for use by the Goddard 3D
Chemical Transport Model (CTM). The CTM is a crucial element for
planning and execution of the NASA solve campaign during the next year.
APL has demonstrated the ability to deliver the required products in a
form easily incorporated into the CTM model, utilizing APL software
already reviewed the the CTM team. APL is the only organization that
can respond to the immediate need for the CTM changes. The Government
intends to acquire a commercial item using FAR Part 12. Interested
firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
