This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Solicitation F4561399Q0343 is
issued as a request for quote. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. Standard Industrial Code is 3669 for which
the small business size standard is 750 employees.. This is an
unrestricted acquisition. Item 0001 Fiber Optic High Density
Termination/Management System. Telect part number 071-6001-1134.
Quantity is two (2) each. 23" X 7' network frame configured to heat
shrink fusion splice 216 single-mode and 216 multi-mode outside plant
fibers to associated simplex pigtails. The simplex pigtails are
terminated in 216 single-mode ST/PC and 216 multi-mode ST/PC patch
ports. The complete system is developed around the LINXS system, which
provides total bend-radius protection throughout, from the overhead
cable management, down through the vertical cable management duct
extenders, into and throughout the patch drawers. Internal fixed posts
and an LGX-compatible rear-enclosure spool layout for improved
protection and management. Pigtails are similarly protected between the
patch and splice chassis. Internal to the splice trays complete bend
radius protection is provided on both the pigtail and OSP side of the
splice. The splicing area is located at the bottom of the frame,
single-mode patching the middle, and multi-mode patching at the top.
Must support CableLinks Cable Management Systems. Duct extender panels
and end guards included to provide stand-alone capabilities.
Earthquake approved Seismic level 4, ll-gauge steel construction and
all basic frame joints welded. Fiber enclosures include snap-open post
and gate system routes cable horizontally and vertically between bays
and enclosures, creating easy fiber access and ultimate fiber
management. K1 channel system organizes fiber and protects critical
bend radius (1.5" minimum) in trays. Interchangeable trays for ease of
installation, expansion and maintenance. Patch trays accept all
industry-standard connectors, pigtails, and jumpers. Splice trays
accommodate virtually any splice. Three (6) tray units wired for 72
patch ports on the right side with ST multi-mode adapters and three (6)
tray units wired for 72 patch ports on the left side with ST
single-mode adapters. Shelves are pre-cabled, strapped together, and
installed in rack. Three (6) tray units wired for 144 fiber heat shrink
fusion splices. Shelves are cabled, strapped together, and installed in
rack. 216 Simplex 2mm jacketed PVC single-mode 4-meter pigtails and 216
Simplex 2mm jacketed PVC multi-mode 4-meter pigtails. Prices quoted
must include any applicable taxes. Destination is Fairchild AFB WA.
Delivery schedule is 60 days ARO. Quotes may be faxed to POC Betty
White at (509)247-2073. Anticipated award date is 07/21/99. Quotes for
brand names other than that specified must be supported by
specifications and drawings. The provision at FAR 52.212-2 Evaluation
Commercial Items (Jan 1999) applies to this acquisition. Evaluation
factors, in order of relative importance, are technical capability of
the item to meet the government's needs, price and delivery schedule.
The provision at FAR 52.212-3 Offeror Representations and
Certifications (May 1999) applies to this acquisition. A completed
signed copy of this provision shall be submitted with any quotation.
The clause at FAR 52.212-4 Contract Terms and Conditions (May 1999)
applies to this acquisition. The clause at 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items (May 1999) applies to this acquisition and
under para (b) the following clauses are incorporated: FAR 52.222-26
