The Chicago Regional Office of Job Corps is announcing a market research and advertising contract to assist with the development and implementation of a marketing plan to attract economically disadvantaged young adults, ages 16-24, to apply for vocational training programs funded through the Department of Labor. The Regional Office administers 12 residential training facilities and 1 non-residential training facility for females in a 6 state area (Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin). A wide variety of occupational training courses are offered as well as development of academic and work/social skills and placement assistance upon completion. The Department of Labor provides full tuition, room and board for approximately 3,846 training slots at a given time. Over the period of a year graduations and other types of terminations create the need for an estimated 3,231 young men and 2,769 young women to maintain full capacity at the training facilities. Assistance is needed to attractefficient numbers of eligible young adults, especially women, with the potential for success. It is anticipated that the resultant contract will cover the period October 1, 1999 through September 30, 2001 plus three Governmental unilateral options of one year each. A Pre-Proposal Conference, will be convened promptly at 10:00 A.M. local time (CST) on Wednesday, July 21, 1999 at the Chicago Regional Office of Job Corps, 6th Floor Conference Room, 230 S. Dearborn Street, Room 676. Request for Proposals (RFPs) will be available approximately July 9, 1999 on the World Wide Web at http://www.wdsc.org/jobcorps/schedule.html. We recommend you download the RFP from our website prior to attending the Pre-Proposal Conference. All questions prior to the Pre-Proposal Conference should be submitted in writing. Proposals in response to this RFP will be due no later than 12:00 P.M.
