survey is being conducted to identify firms to provide Acquisition
Management and Scientific Engineering Technical Assistance (SETA)
support to the Central Measurement and Signature Intelligence (MASINT)
Organization Technology Coordination Office (CMTCO). The general scope
of this effort is to provide acquisition management and administration
involving the technical and administrative planning, coordination,
analysis, and tracking of the diverse efforts required to complement a
military and civilian work force; obtain information on technology
development and build a knowledge base of all MASINT related
technologies including funding, schedules and objectives; and develop
new solutions by applying technology to intelligence community
requirements and capability shortfalls and provide assessments of
technology risks for recommended solutions. Types of equipment include
but are not limited to unattended MASINT sensors, remote spectral
sensors, chemical/biological sensors, RF & radar sensors, advance ONIR
systems, and data fusion and C4I. A contract type has not been
determined at this time. A one-year basic contract period plus four
one-year priced options is contemplated. Security clearances are
required. The applicable SIC code and size standard are 8711 / $20M.
Firms responding to this synopsis should provide experience in the form
of an outline of previous projects for specific relevant work completed
or currently being performed including contract experience of personnel
identified to perform the work; and any other pertinent information
which would enable the government to assess your firm_s capabilities.
Conflict of Interest rules may apply which would prohibit participation
in related acquisitions. Firms must respond to this announcement within
15 calendar days from the date of publication. State whether they are
a small, disadvantaged, woman-owned, 8(a), Native American, HUBZone, or
HBCU/MI. The government reserves the right to set this acquisition
