TO PROVIDE DEMOLITION AND CONSTRUCTION TO RENOVATE THE WEST WING, NORTH
BLDG. AT IT'S WILLIAM F. BOLGER CENTER IN POTOMAC, MD SOL

(301) 983-7007 The U.S. Postal Service is seeking a qualified
construction contractor to perform demolition/renovation of the West
Wing, North Building, at it's William F. Bolger Center for Leadership
Development located in Potomac, MD. The renovation of the West Wing
includes selective demolition of classrooms to be done in two phases.
Phase I of the renovation process will include selective demolition of
walls, demolition to classroom entrances to meet ADA requirements,
installation of photo/audio visual network, replacement of ceilings,
lighting, walls finishes and carpeting. Phase II will include the
selective demolition of walls, installation of a floor duct system to
contain power, phone and data for a new computer room, replacement of
lighting, carpeting and wall finishes. The area under construction will
be out of service, allowing for normal scheduling of work. Project
construction staging will provide continued access to adjacent campus
facilities throughout the construction period. The period of
performance will be from January 3, 2000 through May 31, 2000 for Pahse
I, and June 1 through August 31, 2000 for Phase II. Construction cost
is estimated to be between $800,000 and $1,500,000. To be considered,
the primary contractor must have a minimum of five years of
demonstrated project experience of similar or greater extent. All
subcontractors utilized by the primary contractor must have a minimum
of five years experience within their appropriate trades. The primary
contractor must have completed multiple projects within the last five
years; which are at least equal in dollar value and scope of this
project. A list of similar projects, dollar value, scope, contact name
and contact number must be provided by the primary contractor.
Contractors will be evaluated based on the following criteria listed in
order of importance: Experience; Past Performance; Cost; Organization;
Responsibility Verification and Backlog; Project Management;
Construction Phase; Schedule; Safety Program; and Accounting System.
Only the mosthighly qualified, financially capable contractors will be
considered, and contract award will go to the contractor that provides
the Postal Service best value. All contract questions concerning this

on June 29, 1999, at 9:30 A.M. at the William F. Bolger Center for
Leadership Development, 9600 Newbridge Drive, Rm. N234, Potomac, MD
20858. Attendance to this meeting is highly recommended for all
qualified contractors interested in submitting a proposal. Proposals
are due on July 21, at 11:00 A.M., and should be delivered to U.S.P.S.,
HQ Facility Services, Rm 1P100, 475 L'Enfant Pl., Washington, DC
20260-6440 to Jim Allen's attention. It is prohibited to pay a fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
