Contract, the project provides for a Vehicle Operations/Maintenance
complex. The 2,501 SM (square meter) Vehicle Maintenance Building,
includes general and special purpose high-bay maintenance areas,
prefabricated paint booth, warehouse, offices, storage rooms, repair
rooms, welding shop, break room, men and women latrines/locker rooms,
mechanical/electrical mezzanine, and communications room. The 39 SM
Hazard Materials Storage Building includes two rooms, one for new and
one for used materials. The 258 SM Vehicle Operations Building includes
offices, break room, men and women latrines/locker rooms, dispatch
area, communications room, and mechanical and electrical rooms. Primary
construction materials include: drilled piers and slab on grade,
structural slab with crawl space, and rib mat structural floor;
structural steel frames; brick veneer and EIFS (exterior insulation and
finish system) exterior walls on structural steel studs or concrete
masonry back-up; standing seam metal roofs over steel beams and bar
joists; interior gypsum board partition walls; interior concrete
masonry unit walls; suspended acoustical ceilings; and standard office
finishes such as carpet and paint. Also included are relocating an
existing Compressed Natural Gas Station, asphalt parking areas, roads
and drives, chain link fencing, site work, utilities, and landscaping.
The plans and specifications will be placed on Compact Disk (CD-ROM)
and will be provided free of charge. Plans and specifications will not
be provided in a paper hard copy format. Notification of amendments
shall be made through either 3.5" diskette, CD ROM, and/or the
Internet. The Government intends to issue this solicitation through the
use of CD ROM and the Internet. However, the Government reserves the
right to use only the Internet as notification of any changes to this
solicitation. It is therefore the contractor's responsibility to check
the following address daily for any posted changes to this
solicitation. Contractors may view and/or download this solicitation
and all amendments from the Internet after solicitation issuance at the
following Internet address: "http://ebs.swf.usace.army.mil". This is an
UNRESTRICTED solicitation. Offers from all qualified business concerns
are solicited. Bids from large business firms must comply with FAR
Clause 52.219-9 regarding the requirement for submission of a
Subcontracting plan. Failure to submit a Subcontracting Plan at the
time of bid opening may result in rejection of bid. The Fort Worth
District subcontracting goals are for specified percentages of the
contractor's total planned subcontract amount to be placed with the
following: Small Business 61.2%; Small Disadvantaged Business 9.1%;
Women-Owned Small Business 4.5%; and Historically Black Colleges &
Universities/Minority Institutions (where applicable) 5.5%. Estimated
Cost Range: $5,000,000.00 to $10,000,000.00. SIC Code is 1542 and the
Small Business Size Standard is $17 million. Solicitation to be issued
on or about 16 July 1999. Proposals due on or about 17 August 1999.
Duration of the project is approximately 669 days. Offerors must be
registered with the Central Contractor Registration (CCR), in order to
receive a government contract award. To register, the CCR Internet
