Agency intends to award a contract for "Remote Sensing Technical
Support" for the Office of Research and Development (ORD) National
Exposure Research Laboratory (NERL) Environmental Sciences Division
(ESD). ESD will manage the contract from Las Vegas, NV. The acquisition
will be made by way of full and open competition. A cost-plus-fixed-fee
contract is anticipated to result from the award of this solicitation.
The resulting contract is expected to have a base year (beginning on
or about August 1, 2000) and four single year option periods
(continuing through July 31, 2005 if all options are exercised) The
associated Standard Industrial Code (SIC) is 7389 with a size standard
of $3,500,000. This procurement will not be made under FAR Part 12
provisions. This effort will support monitoring requirements under the
Resource Conservation and Recovery Act (RCRA), the Comprehensive
Environmental Response, Compensation and Liability Act (CERCLA), the
Clean Water Act, the Clean Air Act, and other applicable legislation.
ESD -- Las Vegas has the responsibility of providing remote monitoring
technical support to many of the Agency's regulatory and scientific
research programs. The successful contractor shall be required to
perform analysis of remote sensing data using active and passive remote
sensing hardware and software, photogrammetric and cartographic
applications, and operation of a Geographic Information System (GIS).
Contractor support to ESD shall require technical services, technology
transfer, and support to research and development. The work shall be
performed at the contractor's facility. The contractor may be required
to place individuals at classified facilities located in the
Washington DC metropolitan area for both short (1-3 days) and long
(weeks to months) terms to support remote sensing data analysis
studies. The contractor shall provide a multi discipline staff skilled
in the application of remote sensing technology to natural and
cultural resources identification and mapping, as well as personnel
with technical capabilities in cartography, geographic information
systems (GIS), photogrammetry, and global positioning system (GPS)
technology. Primary areas of image interpretation expertise required
include: land use/land cover mapping; geological analysis (e.g.,
fracture trace, geomorpological, and lithologic mapping); ecological
analysis (e.g., wetlands mapping); and cultural features mapping (e.g.,
features and activities of man and his impacts on the landscape). A
presolicitation conference will be held in the EPA Administration
Building at RTP, NC beginning at 1:00 PM on July 28, 1999. Interested
parties shall provide notification, NLT July 15, 1999, of the number of
attendees they intend to send. The contact point for notification is:

review and comment, at the INTERNET site referenced below. It is
estimated that the solicitation will be issued on or about August 31,
1999. Proposals will be due approximately 75 days after the RFP
issuance date. This acquisition represents a follow-on to contract
68C50065 with Lockheed Environmental Systems. The solicitation and
amendments will be available via the INTERNET World Wide Web at the
following site: http://www.epa.gov/oam/rtp_cmd. Firms must access the
solicitation and amendments via the INTERNET. Once you obtain a copy of
the solicitation via the INTERNET, it will be your responsibility to
