RESULTS OF COST COMPARISON STUDY UNDER OMB CIRCULAR A-76 This synopsis announces the initial decision in a Cost Comparison Study under OMB Circular A76, to continue to perform the activity in-house and implement the Government Most Efficient Organization (MEO). The studied activity is Information Management Services at Aberdeen Proving Ground, MD. The public review process was conducted in accordance with Department of the Army Pamphlet 5-20, 31 July 1998.
