DISA is seeking sources for a possible contract for software development and maintenance of the Automated Digital Network (AUTODIN) portion of the DTH systems and systems engineering support to transition all AUTODIN customers to the Defense Message System (DMS). Tasking will also include transition and integration engineering to support the phased closure of AUTODIN switching centers and DTH centers worldwide. The contract duration will be one year, beginning approximately 20 January 2000, with options for four additional years. The primary tasks include: permanent on-site software and systems engineering support at two Overseas DTH locations (Europe and the Pacific) and possibly two additional DTH locations in CONUS; software development and software maintenance of CONUS and Overseas DTH (formerly called AUTODIN) backbone systems, including the Message Processor, Line Traffic Coordinator, Line Control Module, Line Terminator Unit, System Alarm Panel, System Command Console, Bulk Storage Subsystem, and Monitor Test and Status Subsystem; DTH Acceptance Test Procedures Replacement System (ATPRS), and DMS Message Conversion System. The DTH message processing logic was originally developed in the mid 1960s in Seventeen Hundred Assembly Language, version "A" (SHAL-A) which was unique to the Philco 102 processor. To date the software has been modified tens of thousands of times, mostly by assembly language patching, but never rewritten. In 1988 the software was translated into MACRO 32 assembly language to enable the replacement of the Philco 102 computers with VAX equipment. The product of this translation, the current operational software, is convoluted, unstructured and only sporadically documented. The current software is controlled by a unique Executive program. No commercial operating system, such as VMS, is used in the VAX message processors. All transition engineering support requires a strong background knowledge of the DMS architecture and a thoroughly comprehensive knowledge of the existing legacy (AUTODIN) system as well as a significant knowledge of AUTODIN and DMS customers' operating environments. All contractor personnel must possess at least a Secret security clearance. A minimum of 60 percent of contractor personnel, including all on-site support personnel, must possess a Top Secret security clearance with Special Compartmented Information access. Contractors that perform under the Defense Message System Contract F01620-95-D-0001, in any capability, will be disqualified from bidding. All responsible/interested parties are invited to provide capability statements explicitly addressing the areas of requirements, including details of extent and currency of relevant corporate and employee experience in relation to the nature and magnitude of the effort, with resumes of keymanagement and technical staff personnel including level of security clearance possessed. Evaluation criteria will emphasize past performance as demonstrated by knowledge, experience, and capability of personnel to be assigned to the contract. The capability to maintain DTH legacy system software at 99.9% reliability is critical.
