Z -- RENOVATIONS AND ALTERATIONS IN BLDG. 1180, RMS 4 AND 102 SOL 9011265115-00086 DUE 072199 POC Nancy L. Woodhouse 301/504-8012 A BRIEF OVERVIEW OF THE PROJECT: Supply all personnel, labor, materials, equipment, transportation, tools and supervision to perform minor alterations to Room 4 and to renovate the lab in Room 102 in Building 1180 in Beltsville, Maryland 20705. In Room 4 remove dark sink and sink top. Remove water lines and vent back to exterior wall tie in. Remove electrical outlets back to junction box. Remove wall in dark room and also door to dark room. Remove sink in room next to dark room. Keep sink, top and base cabinet for relocation. Remove door and framing. Keep door and frame for relocation. Remove four foot fluorescent and save for relocation. Remove ventilator in dark room. Install new 2x4 metal stud wall approximately 9 feet 5 inches from far dark room wall. Wall shall butt up against wall cabinet. Close in entry ways (item 2 and 3) with metal studs, insulation and inch sheet rock, tape, spackle, sand and paint. Paint to match existing. Install electrical outlets in new wall. Insulate new wall. Install inch drywall, spackle, sand and paint. Install new 6' 8"/30 door in enlarged room. Re-install door that was demoed and install as per plan. Install 2 new four foot four bulb fluorescent lights in the enlarged room. Switches to go on wall by entry doors. Install 2 four foot/four bulb fluorescent lights in smaller office as per plans. Re-install sink, but cut it down to 26 inches. Install four foot hot water convector base board heater in enlarged room. Utilize existing, hot water, drains, vents, water lines and electrical boxes for new work. Cut a 18"x24" opening in exterior wall for a anidized aluminum fixed thermapain glassed window. In Room 102 remove all radiators and related piping back to the vertical run. The line used for the radiators shall be used for the reheat coils in the attic ductwork. Remove both windows on the 27 -foot side of the room. Remove the window on the north wall. Remove and relocate the thermostat to the hallway. Close off the return to the room. Install heat/re heat coils in supply lines (a 14x6 duct) in the attic. Hot water line for re-heat coils shall be picked up from the vertical line from the mechanical room. Install thermostats for each coil on walls where designated on blueprints. Install 18,000 BTU split system A/C wall unit. Install fire dampers with fusible links in supply and return line where the firewall shall be installed. Install firewall in attic using 3-5/8 inch metal studs and 5/8 inch drywall. Block up the wall where the two windows on the 27-foot side were removed. Block size shall match the existing and be painted the same color on the inside and outside of the building. Caulk all other holes and cracks and paint entire room. Install all new double hung thermal pane windows to match the south side window. Rough in line for RO. Rough in electric utilizing existing conduits. Rough in dedicated line for an exhaust hood. Rough in air line and gas line for lab furniture. Refer to lab furniture lay blue prints for proper locations. The air line and gas line shall be picked up from the basement mechanical room. After a new hood is installed run exhaust line up through the roof. The vent shall have guide wires and an environmental stack head. After lab furniture is installed, hook up exhaust hood, water, gas, air, electrical and drains. The entry door shall be reversed so as to open to the hallway. All work must be performed in accordance with the Statement of Work and specifications attached, USDA Special Conditions II, Wage Rate MD990057 mod 1, applicable drawings and clauses. This job is to be completed within 30 days following receipt of Notice to Proceed. This requirement is being procured under Simplified Acquisition Procedures using Best Value. Magnitude of project is between $25,000 and $100,000. Only one site visit will be conducted. Site visit is scheduled for July 9, 1999 at 10:00 a.m. This procurement is set-aside for Emerging Small Business (ESB) concern/s. To qualify as an ESB, a small business concern's size must be no greater that $8.5 million annually for the last three years. A firm-fixed price purchase order will be awarded to the responsible offeror who submits the quotation considered most advantageous to the government considering price and other factors, SIC Code is 1542.
