The District of Columbia (District), Office of the Chief Financial Officer has a requirement for a contractor to develop a department-wide Public Assistance Cost Allocation Plan (PACAP) and an associated Indirect Cost Rate Proposal (ICRP) for various agencies of the DC Department of Health. The PACAP must comply with the Federal Government's OMB Circular A-87. The contractor will participate in its implementation. The contractor must analyze funding streams, do a comparison of the current ICRP against new federal guidelines. The ICRP portion requires the development of new indirect cost rates, identification and development of means to insure maximum prospective recovery of indirect costs through federally funded programs and the means to make equitable distribution of central service costs to operating departments. Also, required is the development of a Random Moment Sample and the provision of associated training for its implementation.
