The US Army CECOM Acquisition Center -- Washington, Alexandria, Virginia is conducting a market survey to provide information to the Product Manager, Physical Security Equipment (PM-PSE) to assist in determining strategies for future acquisitions. This effort is being managed by PM-PSE under its mission to perform test and evaluation of physical security and force protection equipment for directed Army requirements. No Request for Proposal (RFP) will be issued and no contract will be awarded, as a result of this synopsis. The Army is seeking potential sources for a Mobile Vehicle Inspection System (MVIS) designed to fulfill an operational requirement for the Army National Guard (ANG) in support of its Counterdrug, Force Protection, and Weapons of Mass Destruction mission areas, such as the inspection of vehicles, containers, and other modes of transport that enter the United States. The MVIS is intended to decrease the flow of illegal contraband with fewer personnel and reduced personnel risk by rapidly screening vehicles, containers, and other modes of transport at other than primary entry points. The primary mission of MVIS is to detect drugs; a secondary mission is to detect weapons, explosives, and other contraband. The MVIS will make use of newly available and future technologies to provide alternatives for detection of illegal contraband while enhancing the security and safety of personnel, and will be used in conjunction with other normally employed security measures. Operational performance parameters for the MVIS are as follows: The MVIS system must be highly mobile inspection platform that can easily be moved from one location to another to preserve the element of surprise. The system must be fully self-contained, self-deploying and operable on all paved roads within assigned National Guard region. The system must be capable of inspecting most large volume, bulk cargoes without the need to break down the cargo load (subject to the density of the cargo). The system cannot exceed standard tunneldimensions for most paved roads (height: 14'6", Width: 8'6", length: unlimited). The system must enable a full range of imaging analysis capabilities that allow the operator to extract the most information from the images in the shortest amount of time. The system must provide protection to users and on board equipment against blowing sand and dust and other environmental factors. Organic power generation equipment or standard military generator made organic to the system will provide all electrical power by providing space and plug-in provisions. The system must be air transportable by Air Force C17 and C5 airframes. The system must be intrinsically safe to any personnel installing or utilizing it. Based on these minimum requirements, PM-PSE is interested in all products, which satisfy, or will satisfy the above requirements after further product development and testing.
