Army Soldier & Biological Chemical Command, Soldier System Center is conducting market research to identify potential commercial sources for a camouflage uniform system for soldiers meeting the following requirements: a cover or clothing system which provides increased camouflage to the soldier in all terrains and areas of the world. The suit (shroud, screen, cover, or cloak, etc.) shall reduce visibility of the soldier to the human eye and various detection devices. This clothing system will provide the individual soldier with additional "preconfigurated" camouflage over and above the current Battledress Uniform (BDU). The camouflage system must be provided in temperate/woodland, arctic/winter, jungle and swamp/desert camouflage patterns and shall be large enough to cover the soldier's Load Carriage Equipment (LCE). It shall be usable in all stationary and moving body postures, not obscuring vision or interfering with the soldiers' movements. The camouflage suit/cover must be easy to donand doff, be water-resistant and weigh no more than three pounds. Interested sources are required to respond to this Sources Sought Market Research no later than July 15, 1999 with information on their product(s). No solicitation document is available. Firms should submit cost information on each product, item(s) literature, and a sample of each item is desired. If a firm chooses to submit a sample, the Government will make no payment for such samples. Because U. S. Federal Law (specifically, the Berry Amendment) prohibits the Department of Defense from spending any part of any appropriation over the Simplified Acquisition threshhold on any item containing textiles, synthetics, coated fabrics (see DFARS Clause 252.225-7012 at website listed below), interested firms who offer items (and samples) currently produced offshore should also submit a plan of action for transitioning production of the item to the United States if adopted by the U. S. Army. All submitted information shall be considered confidential. Interested firms should indicate in their response whether or not they are a small or large business. The Standard Industrial Classification Code is 8415, the size standard for which is 500 employees or less to be considered a small business.
