Naval Surface Warfare Center, Dahlgren Division, Coastal Systems
Station, Panama City, Florida, intends to award a sole-source contract
to Cogent Defense Systems for the acquisition of one tow cable for the
AN/SQQ-32 sonar system. The AN/SQQ-32 will be used to support airborne
mine countermeasures operations. The tow cable is used to deploy, tow,
and recover the towed body from a helicopter using a winch/davit
subsystem. The cable contains three fiber-optic signal conductors, hard
fairings, and load carrying armor. The cable also includes an
electro-optical connector(s) and mechanical terminations on both ends.
Being the cable designer, Cogent is the only company which has all the
resident knowledge required to provide cables which meet all of the
Government's requirements. All data required to build the cable is
proprietary to Cogent. The Government does not own the technical data
package nor the data rights for the tow cable. The cost of this one
time procurement is significantly lower than the cost of acquiring the
technical data package and preparing a competitive acquisition
