Agency's (EPA) Office of Acquisition Management (OAM)will issue a
solicitation for operation and maintenance services at the EPA
Manchester Environmental Laboratory, Port Orchard, Washington. The
facility support services covered by the statement of work includes as
primary function the operation of heating, ventilation and air
conditioning (HVAC) and refrigeration systems; the maintenance and
operation of plants, buildings, laboratories and equipment; and ground
maintenance. As part of the services provided under this procurement,
the contractor shall perform all maintenance and repairs necessary to
provide the Manchester EPA Laboratory with smooth running mechanical
systems with little or no breakdowns. The contractor is expected to
perform this support with an on-site work force and to have (3) years
experience in the operation and management of facilities. The facility
has eleven buildings and two trailers. Skills required include, but
are not limited to, a manager, heating/ventilation/air
conditioning/refrigeration mechanics, maintenance mechanics,
electrician, plumber, painter, general labor, and other skills common
to building operations and maintenance trades. One contract will be
issued from this solicitation and the contract period will be for five
years. The Service Contract Act will apply to this acquisition. The
proposed contract is 100% set aside for small business concerns. The
Invitation for Bids (IFB) will be released within approximately 15
days. The purpose of this CBD announcement is to notify potential
offerors of EPA's requirement and generate the source list, and to
direct interested parties to the EPA's "Doing Business with EPA"
Internet World Wide Web site at http://www.epa.gov/oam for further
information on this procurement as it becomes available. The IFB,
amendments and other related items for this procurement will be posted
on this Web site and can be downloaded/viewed. Interested parties must
forward requests to be placed on the source list via Internet E-mail as
stated below, via facsimile (202) 565-2558, or to the mailing address
