Concerns having the ability to furnish the supplies described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 45 calendar days from the date of this synopsis. The U.S. Geological Survey, in order to extend the U.S. National Seismograph Network (USNSN) and to provide enhanced seismic monitoring of the Nation, has a requirement for two (2) high-quality broadband sensors for deployment at remote field sites throughout the United States. Because the USNSN project has strict performance criteria to insure the collection of high-quality waveform data from seismic events, there are stringent operational/performance requirements included in the following specifications. New USNSN stations will have similar design specifications to existing seismic stations within the USNSN, which include high-fidelity digital acquisition systems, very broadband seismometers, and real-time satellite communications. Data from these stations will be integrated with real-time data from other USNSN stations for global and national monitoring of earthquakes. Data from these stations will also be transmitted to regional network centers in the United States for local earthquake monitoring purposes. These stations require installation of CMG-3NSN broadband seismometers because they are the only commercially available sensor that meets the USNSN specifications of being below the Low-Noise-Model (LNM) of the Earth between 0.04 and 10 Hz and with a useable pass band between 0.005 Hz and 50 Hz (<LNM+10db). The CMG-3NSN sensor is completely compatible with sensors at existing USNSN sites and with the USNSN data loggers. The sensors must also met the following specifications: 1) Flat to velocity between 0.04 and 50 Hz 2) Flat to acceleration between 0.005 and 0.033 Hz 3) Calibration enable (+5V) 4) Re-centering logic mass position adjustment (+5V enable) 5) +20V differential signal out 6) 145 dB linear dynamic range in the pass band (10-0.03 Hz) 7)-105 dB IHD 8) -60 dB cross axis coupling 9) cal resistor sufficient to prevent clipping from a 5V input sourcing 10mA 10) below the Petterson low-noise model in the frequency band 0.04-10 Hz 11) no more than 10dB above the low noise model in the frequency band 0.005-50 Hz 12) USNSN standard mil-style plastic 37-pin connectors Based on information available at this time, and in accordance with 41 U.S.C. 253(c) (1), implemented by FAR 5.302-1, the Government considers the item specified as a sole source from Digital Technology Associates, Concord, California, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required supplies are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration.
