Brown, 703-696-3844 x1415 Potential Requirements: Sources sought by the
Department of Defense Education Activity (DoDEA) for qualified
personnel and a quality comprehensive drug and violence prevention
education program for implementation in all DoDEA schools beginning in
school year 2000-2001. DoDEA is considering obtaining these services
for its students in as many as 227 schools located on United States
military installations in 8 states, the Commonwealths of Puerto Rico
and Guam, and 14 foreign countries. DoDEA request information from all
interested parties who can provide the qualified personnel and a drug
and violence prevention education program that includes the elements
listed below. Information about the Program: DoDEA operates 227 schools
serving the educational needs of school-age dependents of the
Department of Defense military and civilian personnel. For more

http://www.odedodea.edu DoDEA seeks a drug and violence prevention
education program, which includes the following elements. 1. The
program provides developmentally appropriate material and activities
that include the short and long term consequences of alcohol, tobacco
and other drug use. 2. The program helps students to recognize the
internal pressures, like stress, and the external pressures, like peer
attitudes and advertisements, that influence alcohol, tobacco and
other drug use. 3. The program helps students to develop the personal
and social skills, i.e. conflict management and refusal skills, to
avoid violence and resist pressure to act violently or use drugs. 4.
The program teaches that alcohol, tobacco and other drug use is not the
norm among teenagers. 5. The program uses interactive teaching
strategies such as role-plays and cooperative learning. 6. The program
covers the necessary prevention elements in at least five lessons a
year at the elementary grades with a minimum of 10 lessons at the exit
grade, Grade 5 or 6, a minimum of five booster lessons in two
succeeding years, Grades 7 and Grade 8, and a minimum of 10 lessons
during Grades 9-12. 7. The program actively involves school faculty and
staff, parents, and community. It includes classroom teacher and parent
training components. 8. The program is implemented by qualified drug
and violence prevention educators who have been trained to implement
the program materials with school age children in a school setting. 9.
The program has an after-school alternatives component. 10. The
program contains materials that represent the cultural diversity of the
United States and its interdependence with global cultures. Information

requirements. Parties should also submit the standard contractual
terms, and conditions under which they supply services to other
organizations, including local educational agencies, as well as past
experience in providing these services, with references and basic
