Acquisition Activity (USAMRAA) anticipates awarding a contract for ) to
provide Medical Nuclear, Biological and Chemical (NBC) training to
Unified Combatant and U.S. Army Major Command senior leaders and their
staffs. CBAT seminar war games at U.S. Pacific Command, U.S. Forces
Korea, U.S. European Command, the Joint Medical Planners Korea'98 and
at U. S. Central Command have been contracted since 1996. The contract
shall be awarded for a five year period, base period of 1 year with
four one year options, if exercised by the Gov't. This is a combined
synopsis/solicitation for commercial items, prepared IAW the format in
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested & a written solicitation will not be
issued. This is a request for proposal (RFP) & the solicitation
document & incorporated provisions & clauses are those in effect
through Federal Acquisition Circular (FAC) 97-3. The contractor will
plan and prepare simulation exercises (Seminar Games) to train senior
commanders and their staffs to respond to the threat that Weapons of
Mass Destruction (WMD) pose to U.S. and coalition forces during a
conflict or contingency operation in a given geographical area of
responsibility. The Seminar Games will portray the effects of an
enemy's use of NBC warfare agents against U.S. and coalition forces in
order to elicit the tactical, operational, strategic and national NBC
defense, medical and other responses currently available or required
in areas of training, doctrinal, plans, policy and program development.
The exercise will also address U.S. military preparedness, training,
and policy and program development related to NBC defense and health
service support. The contractor will assist player units in conducting
the Seminar Games and provide player preparation documents and
post-exercise reviews and reports. In general, the contractor will:
Perform the requirements of the contract independently and not as an
agent of the Government. Make no decisions relating to the review of
work (e.g., research, materiel production) proposals, the award or
status of contracts, or the content or direction of assigned medical
programs. Employ or have access to personnel with knowledge and/or
experience with game (simulation) design and execution, NBC weapon
characteristics and threat capabilities, and U.S. force structure,
command and control procedures, doctrine, plans, policies, strategy,
capabilities, medical readiness, and logistics. The Contracting Officer
will give verbal direction to proceed on the contract as necessary to
accomplish the contract scope of work. A Contracting Officer's
Technical Representative (COTR) designated for this contract will
provide the contractor with a written synopsis of individual projects
within the contract. Most preparatory work under this contract will be
performed off-site and the actual exercises will be conducted
on-siteat the exercise unit location. The contractor will perform work
on-site in government furnished space with government furnished
automation and office equipment. For on-site (U.S. Army Office of The
Surgeon General, Directorate of Health Care Operations, 5109 Leesburg
Pike, Falls Church, VA 22041-3258) work the contractor will provide all
personnel and subject matter experts to accomplish the work. Most
preparatory work shall be performed off-site at the contractor
facility. Conduct of actual exercise shall be on-site at the unit
conducting the exercise. For any off-site work performed under this
contract, the contractor will provide all personnel, subject matter
experts, facilities, material, state-of-the-art computer equipment,
computer and graphics output devices and administrative capability
necessary to perform any or all of the work. FAR 52.212-1, Instruction
to Offerors Commercial Items (Oct 1995) is incorporated by reference.
Applicable is FAR 52.212-2 Evaluation Commercial Items: The Government
will award a contract resulting from this synopsis/solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous, representing the best value to the Government, price
and other factors considered. Evaluation of offers shall be based on
the following factors: (1) Past Performance on Work of Similar Nature;
(2) Personnel; (3) Contract Management and Technical Approach; (4)
Cost. Factors are listed in their relative order of importance. The
technical proposal shall include any information the offeror deems
relevant & pertinent to these requirements. As a minimum, the offeror's
understanding of the requirement, offeror's corporate structure & how
the offeror will manage the games. Identify a minimum of 3 Federal,
State, local Gov't, or private contracts for which the offeror has
performed the same or similar services within the last 3 years,
including name, address & current phone telephone number, POC's,
contract number, date and amount of award. Offerors arereminded to
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications Commercial Items. The following
clauses are incorporated into this solicitation: FAR 52.212-4, Contract
