Y -- TWO-PHASE DESIGN/BUILD TURNKEY MILITARY FAMILY HOUSING AT LACKLAND AFB, TEXAS SOL F41622-99-R-0009 POC Carmen Stewart/Contract Specialist/210-536-8778, FAX 536-3498; Paul Vaughn/Contracting Officer/210-536-2360 This is a Design/Build Turnkey acquisition of military family housing at Lackland AFB, Texas which includes (FY98 and FY00) construction/replacement of 51 Military Family Housing and demolition of approximately 53 MFH units. A draft solicitation will be issued to obtain industry comment on Sections L&M. Proposals will be solicited on a firm-fixed price, lump sum basis. The Two-Phase Design-Build selection procedures will be utilized for this procurement. Only one solicitation will be issued and will include the scope of work and evaluation factors for Phases I and II. Interested offerors will be requested to submit technical qualifications and experience and past/present performance information based upon the established Phase I evaluation factors. This information will be evaluated and the offers deemed to be the most highly qualified, a maximum of five (5), will be selected to proceed onto Phase II. Only the selected offerors will be allowed to submit a Phase II proposal. Offerors selected to participate in Phase II will be requested to submit technical and price proposals. Source Selection procedures will be used and award may be made to the offeror whose proposal is the most advantageous and offers the best value to the Government, price and other factors considered. The RFP package will be available on the Internet only. No hard copies of this solicitation will be issued. The solicitation, plans, specifications, or drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Electronic medium for the proposal submittal documents will not be allowed.
