San Diego intends to issue a firm fixed- price solicitation for
operation of the Naval Computer and Telecommunications Station (NCTS)
Base Communications Office (BCO), San Diego, CA. Services encompass
Consolidated Area Telephone System (CATS) Network services for all NCTS
San Diego BCO customers, including day-to-day management,
administration, installation, operation and maintenance of the CATS
Network and all related base telecommunications facilities (PBX
switches, microwave components and outside cable plant) and services
for CATS customers (Navy and Marine Corps in the San Diego area).
Services also include operator & directory services, business
office/billing services, planning & engineering support services,
coordination of Defense Switched Network (DSN) & Federal
Telecommunications System (FTS) 2000/2001 services, moves, changes,
installations and disconnects. The CATS Network is an integrated
digital communications network that provides atransparent interface to
all switches within the system. The network consists of seventeen
switches interconnected via a fiber optic (SONET) transport system
(under separate contract) with minor connectivity via digital microwave
network. The network supports at least 48,000 voice (switched) and
4,000 non-switched users. The switching equipment is predominantly
Lucent Definity G2.2 or G3 and the campus distribution cable plant is
primarily copper. CATS provides multiple user features, including
five-digit dialing within the network. Performance is estimated to
begin with phase-in on 1 Feb 00, full performance by 1 Apr 00, for a
base period and four one-year option periods. This acquisition is
unrestricted and all responsible parties may participate (SIC Code 4813
applies). This RFP will be available by electronic means only. The
solicitation may be downloaded from FISC San Diego's web site (see
below) or the centralized Navy Electronic Commerce Online (NECO) web
site upon its release. NECO can be accessed via the FISC-SD site or it
may be directly accessed at www.neco.navy.mil/. RFP release is
anticipated within 30 days of this notice. Consequently, respondents to
the 8 Oct 98 CBD announcement for interested sources must obtain a copy
from one of these sites as there will be no hard copies mailed.
Prospective offerors will be responsible for monitoring the FISC-SD and
NECO web sites for all information (e.g., site visit/pre-proposal
conference details, questions & answers) or any amendments pertaining
to this RFP. This procurement is being conducted under Commercial
Activity OMB Circular A-76 cost comparison guidelines. If government
performance is determined to be more advantageous, the solicitation
