development phase for design of a new structure and all elements
required to house and support linear accelerator(s) and their required
central and auxiliary support systems. The proposed new construction
will enhance a currently existing Radiation Oncology Suite and existing
linear accelerator, located in Building 2, at the VA North TX Health
Care System Dallas Facility. Options for 1 or 2 linear accelerator
vaults will be explored in the feasibility study phase of design.
Decisions based on study findings will determine the number of vaults
to be designed. New structure will attach directly to or integrate into
existing structure by way of connecting corridors or other appropriate
means determined through design investigation. Some interior design
and renovation will be required within existing space for purposes of
interfacing new structure with existing. Design will be accomplished in
a two step process consisting of design development (feasibility study,
preliminary design and construction documents through 35%) with an
option for negotiation of 36% through 100% CD's and construction period
services at a later date. Professional design disciplines required will
include, but are not limited to, Architectural, Structural, MEP,
Certified Industrial Hygiene and PE registered or specializing in fire
and safety. A/E will provide as an integral team member, a certified
radiation physicist. Physicist must be certified in Radiation Therapy
Physics by ABR or ABMP; Medical Health Physics by ABMP; Radiological
Physics by ABR; or Comprehensive Health Physics by ABHP. The approved
physicist is to remain an active member of the A/E team throughout
design and construction and will review and approve all structural
design and design calculations related to shielding and radiation
sensitive areas. Design will incorporate demolition and may require
asbestos abatement of areas within existing space. An asbestos survey
will be conducted by the A/E of all existing impacted areas. New
andrenovated areas will require all support utilities; services and
systems to provide a fully finished and functional linear accelerator
space addition, ready to receive VA specified radiation equipment. All
utility surveys or sub-surface soil investigations required for
development of design are the responsibility of the A/E. A/E will
develop conceptual layouts including budgetary cost estimates and
preliminary design and construction scheduling. Following VA review and
acceptance of feasibility study, A/E will proceed to preliminary
design. Final design development design submission will provide
detailed construction documents (35%), cost estimate, and scheduling.
A/E firm will establish design through interface with user groups.
Construction documents will include demolition and asbestos removal
along with interim life safety requirements to be followed during
construction. Fire sprinkler system design must be fully compatible
with existing facility wide Cerberous Pyrotronics system. All HVAC
systems and controls must be compatible with existing Landis and Staffa
controls systems. Interface with these companies, to insure
compatibility, will be the responsibility of the A/E.
Feasibility/investigative report will be completed within 30 calendar
days from notice to proceed. Entire design development package will be
completed within 90 calendar days, excluding government review times.
Plans are to be produced on AutoCAD 14 for Windows NT. Specifications
are to be produced in Microsoft Word. A/E shall possess a working
knowledge of VA standard specifications and design criteria. Current VA
standards and specifications may be accessed and downloaded on the
Worldwide Web, VA Web Site @ www.va.gov. Scheduling will be provided in
Microsoft Project 4.0. Construction cost range is between $2 and $5
million. NOTE: To be considered for selection, A/E firms must meet
minimum requirements before evaluation criteria will be applied: A.
Hospital experience required. B. Experience designing for linear
accelerators installationsrequired. C. Team must include architectural,
structural, MEP, Certified Industrial Hygienist (asbestos), PE
registered or specializing in fire and safety, and radiation physicist.
D. Physicist must be certified in: Radiation Therapy Physics by ABR or
ABMP; Medical Health Physics by ABMP; Radiological Physics by ABR; or
Comprehensive Health Physics by ABHP. E. Physicist must have
experience designing shielding for linear accelerators. F. Working
knowledge of VA specs & standards required. A/E MUST MEET ALL PRECEDING
MINIMUM REQUIREMENTS FOR FURTHER CONSIDERATION. Upon meeting the
minimum requirements, A/E selection will be based on the following
criteria and maximum point values are shown to reflect relative
importance. 1) 50 points -- Past performance which exhibits specialized
experience in the work to be performed. 2) 50 points -- Past
performance which exhibits ability to design within budgeted cost
limitation and prepare accurate and highly detailed construction cost
estimates. 3) 50 points—Professional qualifications of staff and
consultants. 4) 40 pts -- Past performance and current work status
which exhibits capacity to accomplish work within the time allowed. 5)
40 pts -- Past performance and current methodology pertaining to
quality control methods used to ensure technical accuracy of work. 6)
15 pts -- Location of servicing A/E and consultants offices. 7) 5 pts
-- Past performance which demonstrates use of recovered materials and
energy efficiency. In accordance with P.L. 600-656, this acquisition is
NOT restricted to small or emerging-small businesses. Standard
Industrial Code 8712, Architectural Services, applies to this
acquisition. While no restriction applies, the small business size
determination is NTE $2.5 million in average annual receipts over the
preceding three fiscal years. A/E firms, which meet the requirements of
this announcement, are invited to submit (1) Standard Form 254,
Architect-Engineer and Related Services Questionnaire, and (2) Standard
Form 255, Architect-Engineer and Related Services Questionnaire for
Specific Project, IN THREE COPIES. Submission should be marked Attn:
