The Department of Energy (DOE), Nevada Operations Office, intends to negotiate with Yarrow Associates, Inc., Fairfax, Virginia, on a sole source basis under the authority of 10 U.S.C. 253(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements". Yarrow Associates, Inc. has been providing threat assessments as described below for various Government agencies for over 20 years. The contractor will be responsible for evaluating the credibility of nuclear extortion, nuclear reactor, and other malevolent threats in support of the DOE, Nuclear Regulatory Commission, and the Federal Bureau of Investigation; performing behavioral assessment and profiling of Weapons of Mass Destruction threat messages in support of DOE's Communicated Threat Credibility Assessment Program; providing an initial evaluation of a potential threat within one hour of receipt of the threat with the final assessment within four hours of receipt of the threat; continuing the effort to upgradepsychological codes; continuing the effort to refine and upgrade discriminative psychological analysis capability applicable to nuclear extortion threats, nuclear reactor threats and other threat credibility assessments; and continuing the development of advanced behavioral analysis concepts for use in threat message analysis. The proposed contract action is for services for which the Government intends to solicit and negotiate on a sole source basis under authority of FAR 6.302-1. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
