Service intents to negotiate on a noncompetitive basis with Western
Washington University to perform a socioeconomic assessment related to
the Southern California Conservation Strategy. This is the follow on
contract to directed research accomplished by Western Washington
University on relational social trust assessment between threatened and
endangered species, recreational activities and related management
intervention. Project consists of leading various focus groups through
a questionnaire which include the scale querying social trust
developed by Western Washington University. Because of the directed
research and past cooperative agreements between the University and
Forest Service, Western Washington Unversity is the only source known
to the Government with the capabilities, in-depth expertise, and
personnel that can satisfy the requirement. This notice is not a
