The purpose of this notice is to inform all parties that the United
States Navy, Space and Naval Warfare Systems Command's (SPAWAR SYSCOM)
proposes to award a Cost-Plus-Fixed-Fee Sole Source Contract to Sentel
Corporation, a small business. This contract will be for a one-year
base and four option years. The total effort required is expected to be
15,000 staff hours per year commencing FY00and will provide technical,
analytical, and engineering support to SPAWAR's Electromagnetic
Environmental Effects (E3) program. This announcement is for
subcontracting possibilities only. The Standard Industrial
Classification (SIC) for this procurement is 8711. The work effort
includes supporting engineer tasks designed to deconflict
electromagnetic systems and improve the electromagnetic compatibility
(EMC) in littoral and joint environments. Required services will
include but not be limited to: (1) Provide analytical, technical, and
software design support to ensure that the automated tools used for E3
transition effectively from developmental to implementation. Recommend
additions and enhancements to ensure interoperability with Navy, joint
and other national systems. (2) Participate in operational exercises
and recommend solutions for resolving spectrum and frequency management
problems. (3) Collect information and contact Navy and other service
components as well as other national entities to determine E3, and
frequency and spectrum management requirements. (4) Provide review and
analysis of E3 modeling efforts from both government and
non-government sources to determine applicability to E3 application.
(5) Provide engineering analysis and evaluation of E3 issues in the
acquisition process, testing phases, operational evaluation,
operational EMI problems, and joint EMI issues. Sole Source authority
FAR Subpart 6.302-1 will satisfy the agency requirements. See Numbered
