Systems Command (NAVSEA) intends to issue a request for proposal to
Woods Hole Oceanographic Institute (WHOI), Woods Hole, MA 02543 for the
design, fabrication and testing of two (2) Semi-Autonomous Hydrographic
Reconnaissance Vehicle (SAHRV) Engineering Development Models (EDMs)
and the subsequent delivery of fourteen (14) Full Operational
Capability (FOC) SAHRV units. The 14 FOC units represent the U.S.
Navy's total known production requirement for the SAHRV. The SAHRV is
a man portable, semi-autonomous underwater vehicle designed to perform
shallow water reconnaissance in support of amphibious landing,
hydrographic mapping, and mine countermeasures operations. The SAHRV is
capable of surveying a 1000-yard wide, near shore, suspected minefield
region from a depth of 40 feet to 10 feet. Maximum weight, length, and
diameter of the vehicle will not exceed 150 lbs, 72 inches, and 18
inches, respectively. Minimum mission duration shall be 6 hours.
Probability of detecting a mine like object (Pd) during a perpendicular
hydrographic reconnaissance shall be 90% or greater. Target
localization accuracy during a perpendicular hydrographic
reconnaissance shall be one (1) yard or closer. The vehicle depth
recording and elevation recording accuracy shall be (+/-) 1.0%. The
vehicle shall possess features that make it modular and expandable for
mission package changeout. Contract period of performance will consist
of EDM delivery in third quarter of FY00 and delivery of production
units in second quarter FY01. Woods Hole Oceanographic Institute is the
only firm that currently possesses the requisite knowledge and
experience to provide the needed effort and supplies within the
required timeframe. No other source has the technical qualifications
and the necessary resources to perform the work described herein, nor
will any other supplies or services satisfy the Navy's requirements.
All responsible sources may submit a bid, proposal, or quotation which
shall be considered by the Naval Sea Systems Command. "Production

substantial initial investment or an extended period of preparation for
