Soldier and Biological Chemical Command intends to conduct
negotiations and award a purchase order using simplified acquisition
procedures to Ultimate Weapons Systems, Inc. in Bethlehem, CT on the
basis of other than full and open competition, pursuant to FAR 6.302-1.
The government plans to purchase 121 each of Scope, Reflex, RX01-10,
with M16 Handle mount; and 121 each of Filter, lens, honey comb, RX22.
These items are needed for the Army/Marine Corp -- Military Operations
in Urban Terrain -- Advanced Concept Technology Demonstration (MOUT
ACTD) Joint Experiment 2 (JE2) at Fort Benning, GA no later than 25
August 1999. These items have been selected after previous
experimentation with these and other optical sights to meet the MOUT
ACTD USMC Requirement No. 3 (R3) Experiment. All previously purchased
items experimented with have also been evaluated in the Technology
Assessment Process (TAP) using Logical Decisions for Windows (LDW)
executed by the Institute for Defense Analysis (IDA). Based on this
testing, Ultimate Weapons Systems, Inc. is the only responsible source
that can meet the requirement for these items. The MOUT ACTD Web Site
