This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 53SBNB960093 and is being issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. This action is unrestricted. The Standard Industrial Classification (SIC) Code is 5063. The small business size standard is 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The National Institute of Standards and Technology (NIST) has a requirement for one Current Transformer Measurement System to include the following components: (1) Automatic Current Transformer Test Set, Tettex (Model 2763) brand name or equal; (2) Standard Current Transformer, Tettex (Model4764) brand name or equal; and (3) Measurement Software, Tettex (Model 2767/APSW) brand name or equal. The salient characteristics of the Current Transformer Measurement System shall include the following: (1) Automatic Current Transformer Test Set shall have an operating range of 1-210% of rated secondary current; test frequencies of 15-18 Hz and 45-65 Hz; resolution of 1 ppm, 1 microradian; displays: RCF or ratio error, phase displacement, secondary current; for RCFs between 0.999 to 1.001; test set shall have errors equal to or less than 15 ppm for ratio; for phase angles between minus 1000 microradian to plus 1000 microradian; errors equal to or less than 15 microradian; capable of measuring ratio errors of 15% with an error less than 1800 ppm and measuring phase errors of 150000 microradian with an error less than 1800 microradian; inherent burden less than 3 VA; ratio metering for test and standard transformer ratio matching factors of 0.5, 1.0, 1.5, 2, 3, 5, 10, 15, 25, 50, 100, 200, 250, 500; and RS232C and IEEE 488 interfaces. (2) Standard Current Transformer shall have errors less than 10 ppm in ratio and 10 microradian in phase from 1% to 200% of rated current; secondary of 1 and 5 amps; primaries of 5, 6.25, 7.5, 10, 12.5, 15, 20, 25, 30, 35, 40, 45, 50, 60, 70, 80, 90, 100, 110, 120, 125, 150, 175, 200, 250, 300, 350, 400, 450, 500, 600, 700, 800, 900, 1000, 1100, 1200, 1300, 1400, 1500, 1600, 1700, 1800, 1900, 2000, 2500, 3000, 3500, 4000, 4500, 5000; indicator to show when the transformer is overloaded or incorrectly connected; indicator to show when the transformer temperature is too high; primary windings for up to 500 amps, supplied hole diameter for external windings of at least 115 mm. (3) Measurement Software shall be complete with PC-based software to collect data via the RS232 interface; and the data stored shall be in a text file or an Excel-compatible format. If quoting other than brand name product, the quoter must provide the manufacturer's brand, model, or part number along with a technical description of the item being offered in sufficient detail to evaluate compliance with the salient characteristics of the requirement. This may include product literature, specification sheets, illustrations, drawings, or other documents if necessary. Required delivery is FOB Destination (Gaithersburg, MD) within 45 days after receipt of order. All shipping charges shall be included in the quotation. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, is applicable to this acquisition. The Government anticipates award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (1) Technical Capability, (2) Past Performance, and (3) Price. Factors 1 and 2, when combined, are significantly more important than price. All responsible sources may submit a quote which shall beconsidered by the Government. All vendors shall submit the following with their quote: (1) technical description and/or product literature; (2) a list of three contracts completed during the past three years for identical items with the following information: name of contracting activity, contract number, total contract value, contracting officer, and telephone number; and (3) a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (available at the Internet site www.arnet.gov/far).
