(MARCORSYSCOM) intends to negotiate an extension to contract
M67854-97-C-2008 with FATS, Inc. of Suwanee, GA for the continued
Contractor Logistics Support (CLS) for Marine Corps and Marine Corps
Reserve Indoor Simulated Marksmanship Trainers (ISMT) and Infantry
Squad Trainers (IST). The length of this extension will be for two
years while a competitive acquisition is conducted for a combination of
an enhanced ISMT/IST and CLS though spares utilizing the enhanced
weapons and systems. The CLS requirement was originally synopsized in
the Commerce Business Daily (CBD) on 19 December 1995. MARCORSYSCOM's
letter dated 14 March 1996 offered potential offerors the opportunity
to receive a copy of the Government owned Contract Maintenance Data for
solicitation M67854-96-R-2019. A Request for Information (RFI)
questionnaire, dated 24 June 1996, was forwarded to all interested
potential offerors. MARCORSYSCOM was uncertain if the Government owned
drawing package was sufficient to conduct a full and open competition.
Therefore, the Government requested interested offerors to supply
information on whether their company could provide CLS with the
information that was provided to them. Based on this feedback, the
Government concluded that the data package was insufficient for parties
other than the Original Equipment Manufacturer (OEM), FATS, to provide
CLS support at that time. As a result, contract M67854-97-C-2008 was
awarded to FATS Inc in August 1997. Since then, the OEM FATS has
updated and corrected the depot maintenance manual, and other technical
reprocurement data sent out under the previous Request For Information
questionnaire. However, these changes did not contain sufficient
information needed to perform component level repairs within circuit
cards and electronic assemblies. The original production contract did
not state for the OEM to provide that data to the Government;
therefore, a source other than the OEM still will not be able to
effectively perform certain repairsto critical components and system
software. The Marine Corps projects to begin upgrading the ISMT/ISTs in
Year 2000 with the Indoor Simulated Marksmanship Trainer-Enhanced
(ISMT-E). The intention is to have systems that are based on three
dimensional simulation and are High Level Architecture (HLA) compliant
in accordance with the DoD Modeling and Simulation Master Plan (DoD
5000.59-P, dated October 1995). One objective of this upgrade is to use
an open systems design approach, which will alleviate the Government's
dependence on proprietary data. The ISMT-E will require the vendor to
perform CLS on all current and enhanced ISMT/ISTs. This upgrade is
intended to be a full and open competition with an target award date of
January 2001. No solicitation document exists at this time for the
